Google: 301 Redirects reappear in index after site banned

A portion of a site (site1) was set to redirect permanently 301 to a new domain name (site2). Site1 had a few hundred pages indexed by Google before the redirect was set. Within 2 weeks of setting the redirect all of the redirected pages of site1 had disappeared from Google's index. The 301 redirect has remained on site1 unaltered since it was initally applied. Google took a long time to start indexing site2. After about 2-3 months site2 had about 300 pages indexed by Google. Today, Nov 15, 2004 all of the indexed pages of site2 disappeared from Google's Index. Additionally, it appears that site2 has been banned from Google as a search for the domain name of site2 yields the following:
Sorry, no information is available for the URL www.site2.com
Find web pages that contain the term "www.site2.com"
Whereas the normal display in Google for a new site that has not been indexed is:
Sorry, no information is available for the URL www.newsite.com
If the URL is valid, try visiting that web page by clicking on the following link: www.newsite.com
Find web pages that contain the term "www.newsite.com"

Here's the kicker.
Pages from site1 that still contain the 301 redirect are reappearing in the Google index... about 3 months after they were dumped.

So, the question is, why ban a site and then show pages from an old site that were previously dumped due to a 301 redirect, when these old pages still redirect to the site that was banned? Googles cache shows the page from site2 but under the url of site1.
